A serial killer Andrei Chikatilo embarks on an eight-year killing spree. Lt. Viktor Burakov wants to stop him but Soviet bureaucracy is not allowing him to do so. He is determined to catch the serial killer aided by his cynical superior and a frightened but determined psychiatrist. Will they be able to stop the killing spree and capture the serial killer?
