Joint Commissioner of Police Dev Pratap Singh and Special Commissioner Tejinder Khosla are bosom friends, each having his own ideals. Farhaan, a law graduate, follows the path of non-violence and patriotism. Dev unwittingly gives Farhaan a wound which plunges him into rage and violence after witnessing the death of his father during a peace demonstration. A corrupt politician Latif takes to use this situation to its advantage. He sets Farhaan on the path of non-violence and destruction that threatens to ignite the city.
