Ballu is a criminal who gets arrested by Inspector Ram. When he escapes from under Ram’s hold, his name gets spoiled. Now inspector Ganga, fiance of Ram, steps in to take the charge and arrest Ballu. But later she realizes that Ballu is a very kind-hearted person and has turned to crime because of poverty and hunger. Meanwhile, Ballu falls for Ganga. Will Ganga bring justice to him? Whom will she choose now?

Khalnayak opened well in the theatres and collected a very good amount in the first week. The film also remained strong throughout its lifetime and turned out to be the second highest grosser film of the year 1993.
